Free Pattern! Garterrific!

This was a project I thought about including in my Malabrigo ebook but I wanted to make it in this yarn instead, plus it's super insanely simple, so I thought I'd toss it out as a free pattern.

Yarn: Punta Yarns Merisoft Handpainted, color HP71 (a worsted weight), 1 skein
Needle: Size 9, you want a circular even though you're knitting flat but length isn't too important. Longish might be easier.
Gauge: about 5 st/6 rows to the inch. Not very important.

k- knit
m1- make one (lots of ways to do this- google and pick your fave :-) )
yo- yarn over
pm- place marker (as in stitch marker)
sm- slip marker (so just move it over so you can keep knitting)

CO 3 stitches and work 6 rows in garter stitch (knit every row.) Pull your needle through the work so that the stitches are resting on the cord part of the circular needle. Using the needley part of the circular and the working yarn, pick up three stitches along the edge of the 6 rows you just knit (so now you have a little rectangle with stitches along two of it's sides.) Then pull the hard part of the needle out again, and pick up three stitches along the cast on edge. It will be messy and hard to see, but basically you now have a little rectangle with live stitches along three sides of it. You can scrunch all the stitches up now so that you can work them on the next row. You should have 9 stitches total.

1. k1, m1, k3, yo, pm, k1, yo, k3, m1, k1
2. k1, m1, k until the last stitch, m1, k1
3. k1, m1, k until marker, yo, sm, k1, yo, k until the last stitch, m1, k1

Repeat rows 2 and 3 until you have 201 stitches (you'll stop after a "2" row) or until you're almost out of yarn (leave plenty for binding off and tassels if you want them.) Bind off loosely. Block gently. Make tassels and tie them on if desired, weave in all ends.

If you want to make the most of whatever yarn you're using but you really want tassels, I'd recommend making them before you start knitting.

Love the pattern! How did you make the tassels? Also, which cast off method did you use? Can't wait to finish it and post pics!
